Mr Panapa, who died last month, joined the club as a 14-year-old and was a past chairman and the current treasurer.
The Hastings man was also chairman of the St Joseph’s Maori Girls’ College PTA from 1979 to 1982.
Earlier this year he was awarded a Queen’s Service Medal for his services to Maori and education.
His whanau will receive the QSM on his behalf at a ceremony this month.
Maori Party co-leader Marama Fox said Mr Panapa saw education and schooling as a foundation for improving the life of Maori.
Ms Fox said the QSM is a fitting tribute to his life’s work.
